Preferential policy: Award or subsidy will be given to enterprises comparing the actual land price and in accordance with total investment, equipment investment, investment density, investment rate, tax contribution. Reward will also be given for contribution increase and expansion within the first five years after completion in accordance with the enterprises’ sales invoice and revenue. Administrative fees at county level shall be free. Entrusted by investors, we shall handle procedures on behalf of investors, such as project initiation and feasibility study, registration in Administration for Industry and Commerce, account opening, tax registration, planning, land-use, construction, environmental assessment, safety supervision, fire fighting and so on. Three months before completion of the project, we shall help them with recruiting and training to ensure the demand for skilled labors after operation. We will actively coordinate the relationship between enterprises and local financial departments for credit support; actively declare certification in all kinds of engineering center, technical center, high-tech enterprises for policy support and reward funds from superior departments and provide local medical treatment to employees in Shenyang and their children enjoy same educational opportunity as local citizens.
